Program Manager: New Braunfels Community Emergency Response Team & New Braunfels Search and Rescue
Lisa Rubey is the Program Manager for the all-volunteer New Braunfels, Texas Community Emergency Response Team (NBCERT) and Search and Rescue Team (NBSAR). Lisa started her NBCERT career in 2013 and quickly became a CERT Instructor. In August 2014, she attended the G-427 CERT Program Manager course at the Emergency Management Institute in Emmitsburg, MD. After attending, she started assisting with NBCERT administrative and planning projects. In 2015, NBCERT expanded their program to include a National Association of Search and Rescue (NASAR) wilderness search team. Lisa became a SAR Tech III in 2015, and passed her credentials becoming a SAR Tech II in March of 2016. Lisa was asked by the city of New Braunfels Emergency Manager, to become the sole Program Manager for the NBCERT & NBSAR Teams in 2016, and gladly took on the responsibility.
Since then, Lisa has continued to grow in her personal credentials by becoming a CERT Master instructor in Texas, a NASAR SAR Tech II Instructor and Lead Evaluator with Wilderness First Aid certification, as well as many other developmental FEMA/ICS and leadership courses. She worked with the Emergency Manager to develop the current NBCERT program structure and standard operating guides and is currently developing training task books with her leadership team for the NBCERT/NBSAR skills required. The NBCERT Program has grown under her leadership and she has expanded the training and the planned events of the team. NBCERT currently records over 8000 hours annually. During emergency activations, Lisa works in the Planning Sections, as the Situation Unit Leader, at the New Braunfels Emergency Operations Center.
She was a presenter at the 2018 CERT National Convention in Naples, Florida and the 2019 Texas Emergency Manger Conference in San Antonio TX, where she co-presented with Emergency Manager Andy Cardiel on the Watchtower Program. Lisa was named Alamo Area Council of Governments New Instructor of the Year (2014) and Program Manager of the year (2017).
She serves on the National CERT Association By-Laws Committee and on the FEMA Region 6 Youth Preparedness Council. Lisa enjoys teen outreach and was the 2019 Instructor for the Texas Youth Preparedness Camp where 10 team from across Texas came together to learn CERT and build leadership skills. Lisa is married to Matt and has 2 college age daughters; she enjoys RVing with her family and loves travel abroad. Lisa is dedicated to spreading the CERT message and sharing about disaster preparedness and the Vision for the Future of CERT, wherever she is.
